Administrative Review and Funding Decisions (A Case Study of Community Services Programs), 1994
Summary of the report
The report was transmitted to the Government on 8 July 1994, and tabled in Parliament on 20 September 1994. It contains 37 recommendations.
The report divided the various programs and funding arrangements into those which the Commonwealth funds: individuals and direct service provision programs; funded service provider programs; and, Commonwealth/State arrangements. The Council recognised that because of the different funding mechanisms, and different parties involved in the various programs administered by Commonwealth departments, the nature of the review mechanisms which are appropriate may differ. The Council examined the appropriate form of review for the different types of programs, and sought to draw out general principles for review.
Response to the report
There has been no Government response to date. The Attorney-General's Department has advised the Council that consultations on the response to the Council's recommendations have occurred, and advice is being prepared for consideration by the Attorney-General.
