Which entities can participate?
Only Commonwealth Entities may participate in the Whole of Australian Government Legal Services Panel (the Panel) arrangement.
All non-corporate Commonwealth entities (NCCEs) are mandated to purchase domestic external legal services consistent with the Panel arrangement. Other Commonwealth bodies, including corporate Commonwealth entities (CCEs) and Commonwealth companies, that are not required to use the Panel, may opt-in to use the Panel.
The Department of Finance publishes a list of all non-corporate and corporate Commonwealth entities and companies which can be found at PGPA Act Flipchart and List.
Which CCEs have opted-in to the Panel?
Commonwealth entities that choose to opt-in are required to sign a Deed of Participation in the Whole of Australian Government Legal Services Panel Arrangement (the Deed of Participation).
The below list is of Commonwealth entities that have a current Deed of Participation, as at 1 December 2024.
