Review of the 2015-19 National Action Plan
To support the development of the National Action Plan to Combat Modern Slavery 2020-25, the Australian Institute of Criminology (AIC) undertook review of the 2015-19 Plan. The objectives of the review were to document activities undertaken to achieve goals of the 2015-19 Plan, and to identify areas of development under the next National Action Plan.
The AIC review found that the Government undertook a wide-range of activities aimed at achieving the goals of the 2015-19 Plan. These activities were underpinned by a strong commitment to proactive identification of victims, reporting of modern slavery cases, and access to specialist and individualised support services.
The review also recommended the new National Action Plan include a framework to support the Government to monitor and evaluate the effectiveness of activities undertaken under the new National Action Plan. In response to this finding, the Government has commissioned the AIC to develop a monitoring and evaluation framework for the new National Action Plan.
Consultations
The Government undertook an extensive community consultation process to develop the next National Action Plan.
Written submissions
On 4 December 2019, the Government invited public submissions on the National Action Plan to Combat Modern Slavery consultation paper and received 47 written submissions from a range of stakeholders including peak bodies, civil society and academia.

Community consultation workshops
From March to June 2020, the Government conducted 27 targeted community consultation workshops with 44 civil society organisations, international organisations, and academia across all Australian states and territories. These consultation workshops focused on key issues to enhance Australia’s response to modern slavery, including those raised in the public submissions.
